In a powerful testament to community spirit and philanthropy, a significant private-public arrangement in health care provision is taking shape in Chimanimani. This is the first initiative of its kind in the district, involving private individuals (the Mushanguri family) partnership with Chimanimani Rural District Council. In honor of their mother, the family is constructing the Mbuya Easther Mushanguri Memorial Clinic in Mutakura Village, Ward 17, Chimanimani. Upon completion, the facility will be donated to the council, marking a transformative step in expanding healthcare access for a catchment population of over 13,910 people.
Project Progress & Council Collaboration
The clinic is currently at 75% completion. Final works include internal flooring, plumbing, ceiling and electrical installations. Chimanimani RDC has been actively involved from the outset, with the Planning Department providing essential guidance, conducting building inspections, and advising on statutory requirements for a functional health facility, ensuring the project meets all public health and safety standards.
Upon handover, the Mbuya Easther Mushanguri Memorial Clinic will serve as a vital primary healthcare center for communities across Ward 16 and Ward 17. Thus, including these communities: Nyamusundu, Tiya, Saurombe, Muusha, and Biriri. The health center is going to support the main Biriri Hospital by reducing distances ward 17 and 16 residences are walking to access health care and facilities.
This initiative is a tangible implementation of key health development priorities:
- Fulfilling NDS2 Health Infrastructure Targets: The clinic directly contributes to the NDS2 objective to construct and rehabilitate 96 clinics mainly in under-serviced areas. It embodies the strategy’s call for decentralized service delivery and public-private partnerships (Standard 1446) to improve efficiency and expand access.
- Advancing Equitable Healthcare (NDS2 Standard 365): By locating the clinic in a rural village, the project actively works to reduce health inequities and improve health outcomes for rural populations, including women, children, and persons with disabilities.
- Strengthening Local Authority Mandate (NDS2 Standard 1383): The council’s role in planning, inspection, and eventual management of the clinic underscores the NDS2 principle that local authorities are central to improving service delivery within their communities.
